Ten years on from the first issue of the Journal of Global Ethics, Darrel Moellendorf and Heather Widdows reflect on the current state of research in global ethics. To do this, they summarise a recent comprehensive road map of the field and provide a map of research by delineating the topics and approaches of leading scholars of global ethics collected together in the recently published Routledge Handbook of Global Ethics which they have co-edited. Topics fall under (...) issues of war, conflict and violence; poverty and development; economic justice; bioethics and health justice; and environmental and climate justice. I begin by arguing against the claim that women who ‘do’ beauty are suffering from false consciousness. I then give four further additional arguments against advocating a ‘duty to resist’ as an effective means to challenge dominant beauty norms. First, that as (...) a tactic it is ineffective. Second, it is an individual approach which divides and silences. Third, it induces shame and blame, and undermines effective collective action. Fourth, it fails to recognize the privilege of the group norms which make resistance possible. (shrink)

In this paper I argue that hope is best understood as a compound psychological state. When we take hope according to the details of this account, we are in a good position to understand why it is a political virtue of persons. I also argue that securing the institutional bases of hope is a virtue of state institutions, particularly in states in transition from severe injustice. And, finally, when the bases are secure, a person who fails to hope for the (...) political future is in that regard prima facie blameworthy. (shrink)

After briefly surveying the mission and principles of the World Trade Organization (WTO), I argue that international trade may be assessed from the perspective of justice, and that the correct account of justice for these purposes is egalitarian in fundamental principle. I then consider the merits of the WTO's basic commitment to liberalized trade in the light of egalitarian considerations. Finally, I discuss the justice of several WTO policies. While noting the complexity of the empirical issues relating to the effects (...) of trade institutions and policies, I conclude that egalitarians have reasons to object to certain of the principles and policies of the WTO. How looking beautiful has become a moral imperative in today’s world The demand to be beautiful is increasingly important in today's visual and virtual culture. Rightly or wrongly, being perfect has become an ethical ideal to live by, and according to which we judge ourselves good or bad, a success or a failure. Perfect Me explores the changing nature of the beauty ideal, showing how it is more dominant, more demanding, and more global than ever before. Increasing global economic integration and recent military interventions in the name of human rights have forced questions of global justice into political discussions. Is the unequal distribution of wealth across the globe just? What's wrong with imperialism? Are the most indebted countries obligated to pay back their loans to international financ.

This article discusses two doctrines of jus ex bello concerning whether and how to end wars. In Section I, I defend the claim that there is a distinct morality of ending wars. Section II rebuts a challenge that the account is too permissive of war. Section III rejects a forward-looking conception of proportionality for jus ex bello. In recent decades, debates about exploitation have tended to be subsumed by debates about choice and autonomy. This phenomenon has affected international feminism adversely, creating polarized debates over such issues as prostitution. Equally grave is the more recent tendency, even among some feminists, to assume that a woman’s free choice to accept payment for egg “donation” in somatic cell nuclear transfer stem cell research absolves researchers of any charge of exploitation or abuse of research subjects. This paper suggests that much (...) of this dissension among feminists is due to conflicting understandings of the crucial but neglected concept of exploitation. Analyzing two possible senses of exploitation—a disparity between value “in” and value “out” versus an affront to dignity—this paper argues that both are underpinned by what Carole Pateman identifies as gender subordination. In conclusion it is suggested that transnational feminism return to a more traditionally feminist stance, which explicitly focuses on opposing the subordination and exploitation of women. (shrink)

"A climate crisis and other pressures on planetary ecology are causing profound anxieties. Climate change threatens to trap hundreds of millions of people in dire poverty and to separate further an already deeply divided world. However, a new generation of activists is offering inspiration, serving as a hope-maker. This book offers an accessible and empirically informed philosophical discussion of climate change, global poverty, justice, and the importance of political responses, both internationally and domestically, that offer hope. This paper explores a global public goods approach to the health of migrants. It suggests that this approach establishes that there are a number of health goods which must be provided to migrants not because these are theirs by right, but because these goods are primary goods which fit the threefold criteria of global public goods. There are two key advantages to this approach: first, it is non-confrontational and non-oppositional, and second, it provides self-interested arguments to provide at least some (...) health goods to migrants and thus appeals to those little moved by rights-based arguments. Abstract:Enlightenment era optimism that technological and educational developments offer a progressive path to plenty and liberation supports a hope that human toil may be progressively reduced. The Development Thesis defended by G. A. Cohen is a piece of that Enlightenment optimism. The Development Thesis holds that productive forces tend to develop throughout history. The tendency for such an increase in productive forces to occur is, according to Cohen’s argument, due to persistent facts about human nature. If Cohen is correct, there (...) is a tendency toward progress of an important sort, and this progress is due in significant part to human nature. But the development of productive forces also destroys nonhuman natural value. In the era of the Anthropocene this is occurring on a planetary scale. The simultaneous development and destruction entails that claims of progress must rely on an all-things-considered judgment. But due to the plurality of the relevant values, which cannot be compared according to a common metric, rational disagreement about the existence of progress and our progressive nature can be expected to persist. Treaty Norms and Climate Change MitigationDarrel MoellendorfCurrently the international community is discussing the regulatory framework to replace the Kyoto Protocol after 2012. The unveiling of the new framework is scheduled to occur at the December 2009 COP in Copenhagen. The stakes are high, since any treaty will affect the development prospects of per capita poor countries and will determine the climate change–related costs borne by poor people for centuries to come. Failure to arrive at an agreement would have grave effects (...) on the development prospects of poor countries, many of which will experience the most severe effects of climate change. The original UNFCCC treaty recognizes these kinds of concerns and requires that further treaty negotiation pay them heed. Any agreement will be required to conform to UNFCCC norms related to sustainable development and the equitable distribution of responsibilities. In this paper I argue that UNFCCC norms tightly constrain the range of acceptable agreements for the distribution of burdens to mitigate climate change. I conclude that any legitimate treaty must put much heavier mitigation burdens on industrialized developed countries. Of the various proposals that have received international attention, two in particular stand out as possibly satisfying UNFCCC norms regarding the distribution of responsibilities. (shrink)

Anthropogenic climate change is a global process affecting the lives and well-being of millions of people now and countless number of people in the future. For humans, the consequences may include significant threats to food security globally and regionally, increased risks of from food-borne and water-borne as well as vector-borne diseases, increased displacement of people due migrations, increased risks of violent conflicts, slowed economic growth and poverty eradication, and the creation of new poverty traps. Principles of justice are statements of (...) what persons are owed either by others or by institutions and policies. Climate change gives rise to many concern of justice. This article briefly summarizes some of the most important of these, including claims to have climate change mitigated, claims regarding the sharing of the costs of climate change mitigation, claims for investment into adaptation, and claims to be compensated. The language of hope is a ubiquitous part of political life, but its value is increasingly contested. While there is an emerging debate about hope in political philosophy, an assessment of the prevalent scepticism about its role in political practice is still outstanding. The aim of this article is to provide an overview of historical and recent treatments of hope in political philosophy and to indicate lines of further research. We argue that even though political philosophy can draw on recent (...) analyses of hope in analytic philosophy, there are distinct challenges for an account of hope in political contexts. Examples such as racial injustice or climate change show the need for a systematic normative account that is sensitive to the unavoidability of hope in politics as much as its characteristic dangers. Indem sie das tut, stützt sie sich auf „Maßstäbe zur Beurteilung wirtschaftlicher Verhältnisse und wirtschaftspolitischer Programme“ (ebd., 291), weswegen „[e]ine Theorie der politischen Ökonomie […] eine Bestimmung des öffentlichen Wohls auf der (...) In The Idea of Justice (2009), Amartya Sen distinguishes between ?transcendental institutional? approaches to justice and ?realization-focused comparisons,? rejecting the former and recommending the latter as a normative approach to global justice. I argue that Sen?s project fails for three principal reasons. First, he misdiagnoses the problem with accounts that he refers to as transcendental-institutionalist. The problem is not with these kinds of accounts per se, but with particular features of prominent approaches. Second, Sen?s realization-focus does not account well for (...) the value of institutions of global justice. And even Sen agrees that reforms to institutions are urgently needed. And third, the distinction between transcendentalism and comparative approaches is implausible. I close by suggesting a strategy for an alternative institutionalist approach that can offer the kind of guidance for reforming the global order that Sen rightly takes as urgent. (shrink)

It is now being recognized across the spectrum of bioethics, and particularly in genetics and population ethics, that to focus on the individual person, and thereby neglect communities and the goods which accrue to them, is to fail to see all the ethically significant features of a range of ethical issues. This article argues that more work needs to be done in order for bioethics to respect not only goods (such as rights and interests) of communities per se, but also (...) to recognize the difference between different types of communities and their goods. The diversity of communities and the types of communal goods which accrue to them is first outlined. Following this, a basic distinction between two such types: aggregative and corporate community goods, is explained and defended, and it is then argued argue that this distinction is necessary to understand and address what and whom is ethically at stake in any situation. This is illustrated with the example of UK Biobank, the conclusion being that if current and future individual are to be respected then communal goods of both types must be recognized and respected in an effective bioethics. Global ethics addresses some of the most pressing ethical concerns today, including rogue states, torture, scarce resources, poverty, migration, consumption, global trade, medical tourism, and humanitarian intervention. It is both topical and important. How we resolve the dilemmas of global ethics shapes how we understand ourselves, our relationships with each other and the social and political frameworks of governance now and into the future. This is seen most clearly in the case of climate change, where our actions now determine the (...) environment our grandchildren will inherit, but it is also the case in other areas as our decisions about what it is permissible for humans beings to do to each other determines the type of beings we are. With the significant disconnect between the collective aim of limiting warming to well below 2°C and the current means proposed to achieve such an aim, the goal of this paper is to offer a moral assessment of prominent alternatives to current international climate policy. To do so, we’ll outline five different policy routes that could potentially bring the means and goal in line. Those five policy routes are: (1) exceed 2°C; (2) limit warming to less than 2°C by economic de-growth; (...) (3) limit warming to less than 2°C by traditional mitigation only; (4) limit warming to less than 2°C by traditional mitigation and widespread deployment of Negative Emissions Technologies (NETs); and (5) limit warming to less than 2°C by traditional mitigation, NETs, and Solar Radiation Management as a fallback. In assessing these five policy routes, we rely primarily upon two moral considerations: the avoidance of catastrophic climate change and the right to sustainable development. We’ll conclude that we should continue to aim at the two-degree target, and that to get there we should use aggressive mitigation, pursue the deployment of NETs, and continue to research SRM. ABSTRACT This paper considers the possibility and desirability of global ethics in light of the claim that ‘global ethics’ in any form is not global, but simply the imposition of one form of local ethics – Western ethics – and, as such, a form of moral neo‐colonialism. The claim that any form of global ethics is moral neo‐colonialism is outlined using the work of a group of ‘developing world bioethicists’ who are sceptical of the possibility of global ethics. The work (...) of virtue ethicists is then introduced and compared to the position of the developing world bioethicists in order to show that the divide between ‘Western’ and ‘non‐Western’ ethics is exaggerated. The final section of the paper turns to the practical arena and considers the question of global ethics in light of practical issues in bioethics. The paper concludes that practical necessity is driving the creation of global ethics and thus the pertinent question is no longer ‘Whether global ethics?’, but ‘Why global ethics?’. (shrink)

This paper suggests that many of the pressing dilemmas of bioethics are global and structural in nature. Accordingly, global ethical frameworks are required which recognize the ethically significant factors of all global actors. To this end, ethical frameworks must recognize the rights and interests of both individuals and groups (and the interrelation of these). The paper suggests that the current dominant bioethical framework is inadequate to this task as it is over-individualist and therefore unable to give significant weight to the (...) ethical demands of groups (and by extension communal and public goods). It will explore this theme by considering the inadequacy of informed consent (the ‘global standard’ of bioethics) to address two pressing global bioethical issues: medical tourism and population genetics.Using these examples it will show why consent is inadequate to address all the significant features of these ethical dilemmas. Four key failures will be explored, namely,• That the rights and interests of those related (and therefore affected) are neglected;• That consent fails to take account of the context and commitments of individuals which may constitute inducement and coercion;• That consent alone does not have the ethical weight to negate exploitation or make an unjust action just (‘the fallacy of sufficiency’);• That consent is a single one-off act which is inappropriate for the types of decision being made.It will conclude by suggesting that more appropriate models are emerging, particularly in population genetics, which can supplement consent. The principle of global equality of opportunity is an important part of the commitment to global egalitarianism. In this paper I discuss how a principle of global equality of opportunity follows from a commitment to equal respect for the autonomy of all persons, and defend the principle against some of the criticism that it has received. The particular criticisms that I address contend that a moral view based upon dignity and respect cannot take properties of persons—such as their citizenship—as morally (...) arbitrary, that any justification of what counts as equal opportunity sets must be based upon national cultural understandings, that a positive account of equality of opportunity cannot adequately handle the fact of value pluralism across the globe, and that the principle of equality of opportunity is incompatible with national self-determination. In the course of defending the principle of equality of opportunity from these criticisms, I make revisions to my previously published defense of the principle. (shrink)

This paper is about the actual and potential development of an ethics that is appropriate to the practices and institutions of biobanking, the question being how best to develop a framework within which the relevant ethical questions are first identified and then addressed in the right ways. It begins with ways in which a standard approach in bioethics – namely upholding a principle of individual autonomy via the practice of gaining donors’ informed consent – is an inadequate ethical framework for (...) biobanking. In donating material to a biobank, the individual donor relinquishes a degree of control and knowledge over the way their material is used in large-scale and typically open ended projects; and the identifying nature of genetic material means that third parties have rights and interests which must be taken into account as well as those of the individual donor. After discussing the problems for informed consent in the biobanking context, the paper then considers three emerging alternative approaches which, broadly speaking, conceptualize the subject of biobanking ethics in communal or co-operative terms: one version sees participants in biobanking research as ‘shareholders’ whilst the other expands on the notion of participation to include the wider public beneficiaries of biobanking as ‘stakeholders’. It concludes by outlining a third view, on which the biobanking institution itself is conceived as an ethical subject whose defining function can do useful normative work in guiding and evaluating its activities. This paper offers responses to the challenges and questions rasied by the comments of John M. Meyer, Gwen Ottinger, Mark Reiff, and Steve Vanderheiden to my book Mobilizing Hope: Climate Change and Global Poverty. Their concerns are insightful, many, and varied. My reply focuses on the following themes: The relationship between moral concern about climate change and moral concern abut global poverty, the role of hope in responding to climate change, the problem of plutocratic influences in democratic politics and international (...) negotiations, the role of technology in responding to climate change, and the value presuppostion of the book. I cannot do justice to all of the interesting points the commentators make, but I hope at least to have mustered decent replies in these areas. (shrink)

Our aim in this paper is to suggest that most current theories of global justice fail to adequately recognise the importance of global public goods. Broadly speaking, this failing can be attributed at least in part to the complexity of the global context, the individualistic focus of most theories of justice, and the localised nature of the theoretical foundations of most theories of global justice. We argue ? using examples (particularly that of protecting antibiotic efficacy) ? that any truly effective (...) theory of global justice must recognise the importance of global public goods. Global public goods confer significant benefits to individuals yet can only be effectively promoted and preserved through collective action and the restriction of individual choice; something which most theories of justice are structurally unequipped to sufficiently promote.
